Actually, in all the cars I've had, fog lights aim lower and wider – this is to stop glare in the drivers upper field of vision (in nightime fog) which headlights tend to do – so glare should

(1) The driver of a vehicle fitted with a rear fog light must not operate the fog light unless the driver is driving in fog or other hazardous weather conditions causing reduced visibility. Offence provision. rear fog light means a light fitted to a vehicle to make it more easily visible from the rear in fog.
But besides that, it’s actually illegal. Every state and territory in Australia has a law forbidding the use of fog lights in situations other than that for which they are designed. Below is an excerpt of the law from each Australian State and Territory.
Driving lights and fog light have no aiming requirements for inspection and are not tested as part of the Texas inspetion process. They have no color or disance requirements but cannot be red in color. This makes HID driving and fog light retrofits also completely legal for inspection purpposes.
For instance, in Washington and Colorado, fog lights must be limited to white or amber—or any color in between, in the case of the latter state. Always check your state or city laws about fog light usage to avoid any violations and untoward incidents.
