In Delaware it is both State and federal property no longer needed by the federal government or the state agency turning in the item. By what authority does Delaware's Surplus Program operate? 29 Del. C., §7002 designates the Office of Management and Budget as the agency to which surplus or excess property is reported.
Surplus lines tax: 3%. Delaware has not affiliated with any existing compact but Commissioner has been authorized to enter into an interstate cooperative agreement, reciprocal agreement, or compact (SB 109) Effective: July 21, 2011. Delaware does allow domestic surplus lines insurers in the state.
