Since the card is similar to a prepaid credit card we can only put through a purchase of the credit balance on the card or it will decline (e.g. if $25 is on the card but the purchase is $35 we would put a debit/credit transaction through of $25 and swipe the card).

Regarding your second question about context: given that English normally likes to adopt the shortest phrasing possible, the longer form "free of charge" can be used as a means of drawing attention to the lack of demand for payment and thus giving it greater emphasis.
