1. The law was approved by voters. Proposition 63 was passed in 2016 by 63% of California voters authorizing the state to do instant background checks on customers buying bullets.
2. The DOJ is doing the background checks. The California Department of Justice, which will administer the background check program, estimates there will be 13.2 million ammunition purchases each year.
3. Store clerks will have to check two databases. Store clerks will run ammo buyers' identification through the state’s gun owners’ database and a second database of those who bought guns legally but are no longer allowed to own them because of certain criminal convictions or mental health commitments.
4. Buyers will have to pay for checks. People wanting to buy ammo will have to pay a $1 processing fee each time they pick up bullets or shotgun shells.
5. Similar laws exist in other states. California's requirement follows similar laws in Connecticut, Illinois, Massachusetts and New Jersey. Gun violence declined in those states after they required licenses to buy ammunition, though they also tightened other gun laws, said Ari Freilich, California legislative affairs director for the San Francisco-based Giffords Law Center.

4. CCW LICENSE LOCAL APPLICATION FEES – ASSEMBLY BILL NO. 1297 (EFFECTIVE JAN. 1, 2020) When applying for a CCW, individuals must pay their issuing authority a local processing fee that cannot exceed $100.

Minimum Age Restriction and Exceptions (Effective Jan. 1, 2020) Current law prohibits California licensed dealers from selling, supplying, delivering, or giving possession or control of any firearm (including long guns) to anyone under the age of 21 absent certain exceptions (such as those over 18 with a valid, unexpired hunting license seeking to purchase a firearm that is not a handgun).
7. FIREARM STORAGE – SENATE BILL NO. 172 (EFFECTIVE JAN. 1, 2020) California’s negligent storage provisions currently prohibit individuals from storing firearms in a manner that allows a child or prohibited person to gain access.
8. “INFREQUENT” FIREARM SALES – SENATE BILL NO. 376 (EFFECTIVE JAN. 1, 2020) Current law defines the term “infrequent” in the context of firearm sales as less than six handgun transactions per calendar year, and as applied to long guns, “occasional and without regularity.”
